Remind you that the President Bush has signed a bill which main purpose is to restrict security of the sea ports at the 13 of October, 2006. But in order to avoid the Democrats running for re-election at the last moment the President has attached to the bill a federal ban directed to the banking institutions which are able to transfer money to people or organizations conducting online gambling at the regions where online casinos are prohibited.

Richard Caborn, UK sports minister, has been discussed this situation at a summit with 32 international delegates at Ascot racecourse, west of London. They have agreed to develop the measures for preventing gambling addiction without infringement of the gamers' interests.
The USA has refused to take part in this program, that make the situation at the American gambling market more and more complicated.
At 2005 the American Gaming Association organized the public-opinion poll, according to its results 4% of Americans gamble online, and 38% of them started last year, 70% of them started in last two years. The USA gamers have become the source of the half of returns of world gambling market ($12 billion in 2006), it develops rapidly and increases in 20% every year, the expert says it has had all the chances to reach $20 billion by 2009.
But let's return to the main question; is it illegal for Americans to gamble? We can't find a single answer. The people who'd like to stop online gambling, says it's illegal, but some others proclaim that the law is aimed to the companies making financial transactions. At this case all Americans can play easy using credit cards or other external payment methods. So from the formal point of view US players can gamble online, except those internet casinos, which we have mentioned.

Some players are sure that the new bill differentiates the online gambles and at the moment when playing slots and poker in New York is absolutely normal, playing roulette or blackjack is not.
